Duff Conacher of Democracy Watch writes the following in a mass email sent via the Democracy Watch media mailing list ( which I'm apparently included in these days ):
"As usual in reporting such general indices as the OECD's Better Life Initiative rankings, problem areas in various countries get covered up by the overall scores.
"Many people will likely be surprised that Canada ranks only 14th out of the 34 OECD countries in governance, the lowest ranking it received in the 11 categories scored by the OECD.
"The OECD used very only three indicators in its scoring system for governance, and Canada's low voter turnout rate and level of secrecy
in government -- including lack of privacy protection for people who request information from government, and lack of whistleblower
protection -- caused Canada's low overall governance rating.
"In the most comprehensive evaluation of Canada's federal government integrity and level of democracy ever completed, Global Integrity's 2010 Report which used 320 indicators, Canada ranked 19th out of 100
countries (a drop from 11th place in 2008). Canada's main problem areas were lack of effective ethics rules for everyone involved in
politics, patronage and cronyism in appointments, and weak enforcement of all good government rules.
"Clearly, all indicators point to the need for many changes to make Canada's government more open, honest, ethical and representative. And provincial, territorial and municipal government across Canada
are plagued by similar problems and in need of similar good government changes."
I believe this is the OECD Better Life Initiative ranking that Duff Conacher is referring to.
In a similar vein, here is Democracy Watch's account of the areas where Canada falls short, vis a vis the ranking compiled by Global Integrity:
"Canada has its worst scores in the following categories and sub-categories:
- III. Government Conflicts of Interest Safeguards (Weak at 64 overall because of loopholes in rules and weak enforcement by Ethics Commissioner, and especially bad in sub-category III-3: Judicial Accountability with a Very Weak Score of 32 because of patronage appointments to federal agencies, boards, commissions and tribunals, and lack of effective conflict of interest enforcement for all types of judges and commissioners);
- IV. Public Administration and Professionalism safeguards (Very low Moderate at 71 overall, with a Weak score of 62 in sub-category IV-1: Civil Service Conflict of Interest and Political Independence safeguards because of lack of independence and effective conflict of interest enforcement, and a Weak score of 63 in sub-category IV-2: Whistle-blowing Protections because of flaws in the law and weak enforcement by Integrity Commissioner), and;
- sub-category VI.-2 Anti-Corruption Agency enforcement record with a Weak score of 59 because of weak enforcement records by the Ethics Commissioner, Commissioner of Lobbying, Integrity Commissioner and Senate Ethics Officer, and lack of key powers for Information Commissioner, Auditor General and Parliamentary Budget Officer."
